The history of Old City Hall begins in the late 1890’s when the building opened as Bay City’s first city hall. It remained as such before being transferred. It is considered one of downtown’s vast interests because of its origin on “Hell’s Half Mile” - named for the uncontrollable rough activities, sultry brothels, and wild saloons that stretched the road during the early logging days and forced its relocation. With the city resting directly on the Saginaw River, connecting the shipping channel to Lake Huron, Bay City was a center for loggers and ship builders. Legend has it that some of the former inmates still walk the halls. As a result of several eyewitness accounts, Old City Hall has been featured in “Haunted Buildings” of Bay City.
